The rent EE pays for the space in the car park was agreed under the Electronic Communications Code and reflects the loss of income for the parking spaces affected. This is a temporary location until a permanent location is agreed and the licence is for a maximum period of 18 months.
There is no financial benefit to the council in permitting EE to occupy the space.

For the sake of clarity. Local authorities have to accommodate masts on their land for up to 18 months when a mobile phone company needs a temporary site to maintain its service. Swale had no choice in this. The council is entitled only to require payment to cover lost car parking revenue.
As payment has been agreed under ECC there is financial benefit, ie no disbenefit or loss. The payment will be included in the Swale annual accounts and can be raised as a question at Council or included as a line in the budget.
